Commissioner Aditya Arunachalam , who uses an encounter to murder gangsters in Mumbai. In a flashback, Aditya arrives in Mumbai with his only daughter Valli to become the Commissioner of Police. He cleans up drugs and trafficking using the position of the kidnapped minister's daughter as a minister.
During the mission, he learns about drug supplier Ajay Malhotra, son of industrialist Vinod Malhotra and captures him. When Aditya goes to jail to meet Ajay, he is shocked to see that a prisoner is in jail and not Ajay. Aditya asked the Indian government commission to investigate it and corrupt officials said that the proxy is Ajay and there was no error. Aditya learns that Ajay is in Thailand and gets the Thai police to arrest him with his fake passport. Since the government has already declared Ajay in jail, he is forced to declare him as a separate person in Thailand.
Aditya uses this flaw and shoots Ajay's proxy in jail and declares that his body will be shown to the public. This forces the corrupt officials to actually kill Ajay to save face and replace the original Ajay's body instead of a proxy killed by Aditi.
At Ajay's funeral, Vinod Malhotra revealed that Ajay is not his child. Ajay, a notorious international drug lord, is the real son of Hari Chopra. Hari learns of his son's death and he enters India and kills Vinod. He also attacks Adyta and his daughter. While Aditya survives, her daughter dies of internal bleeding, which leads to Aditya becoming extremely violent and mercilessly killing the culprits. Aditya wants revenge but Vinod is already dead.
He watches Valli recorded for him before he dies and learns that there is a third person behind all of this. Aditya gets to know about that Hariharan "Hari" Chopra and his links to Vinod and Ajay. Aditya manages to kill Hariharan Chopra at the same police station, set up by him 27 years ago, who killed several police officers, thus avenging his daughter's death and establishing peace in Mumbai.
